The Building and Safety Division of the Community Development Department encompasses construction plans review, inspection services, and permitting; professional and police protective licensing; maintenance of multifamily-housing licensing; and other development information.

Change to New One and Two Family Dwelling permit fees comes April 2009!
2008-2009 Building and Safety Fee Schedule - please call 503-588-6256, select option 3, then option 2, for fee estimates on your project.
After review by the Building Codes Division, open public hearing, and approval through the City of Salem's public counsel meeting process, our fees and methodology changed mid-2008. As a result, all of our applications also changed. Please disgard any applications you have on file, and print our new and improved application forms for your immediate use!
Most notable changes include:

The DWELLING permit no longer includes the Electrical, Mechanical, and Plumbing - separate permits must now be purchased.

MECHANICAL Permit - Commercial and Multifamily permit fees are now calculated based on mechanical project valuation; others based on per appliance/equipment.

PLUMBING Permit - NEW 1 & 2 Family Dwelling permit fees are now calculated based on number of bathrooms and kitchens; others based on per fixture/service. Also Residential Fire Supression permits are now calculated based on the square footage of area to be covered by the fire system - Medical Gas Installation permits are calculated based on the valuation of the install.

ELECTRICAL Permit - Fees remain calculated based on per equipment/service.

CUSTOMIZED PERMIT SERVICES includes Expedited Plan Review and/or Expedited Inspections for services performed outside of normal timeframes; Project Coordinator for all major projects valued at $10,000,000 or greater; Phased Permitting allows construction to begin on a portion or portions of an individual structure/building; and Deferred Plans Submittal where portions of a building design are allowed to be submitted separately. All of these require an application to request them and fees are in addition to standard permit fees.
